There definitely needs to be some registration and yes punishment for failing to report a stolen or missing firearm.

Yeah I own a firearm. I also have no problem with registering it if it were required, or reporting it missing or stolen. I am not a paranoid wingnut. (The gunshop owner here in town has not been able to figure me out in four years. He can’t parse “title” or “registration” with “II Amendment.”)
