It was a flat roof.

Not to puncture a fine joke, but I’d imagine there’s still some slop that hangs over it prior to finishing. True even with sealed and tarred roofs.

I doubt it’s an OSHA requirement, though. I’ve never seen it around here. It may be unique to that company, or that state.
