The Western nations fund the mining and for the minerals and give the minerals to the developing countries at below market value.

We could have worldwide conferences, seminars, books, junkets, etc. Then set up a special commission in the UN. Perhaps let it be led by the Ugandan delegation.

I’m sure Pakistan and Iran would step up and be willing to oversee operations for their neighbor. In the name of goodwill and friendship of course.
