Not really, but it has been abused as such. One manufacturer had their entire customer list (years and years of sales) taken by law enforcement. Of course the theory is hardly baseless, as hydroponic equipment is used by pot growers.

Of course gun registrations are not used to pursue possible armed robbers… Buying a cargo van really does not attract Immigration authorities…
