It’s not “shifting the tax burden”. Rich people will still pay the overwhelming majority of taxes. This is to ensure that the lower income sections understand that entitlements have costs. This is keep this in balance, not throw them out of balance.

I don’t think the poor need to be taxed to teach them a lesson.
