But it makes it more likely she won’t get pregnant. Obviously its not optimal for a 14 year old to be having sex, but there has to be a better way to deal with this than making her get pregnant.

I’m not making her get pregnant—I’m making her get medical and community help. Otherwise she and those around her are on their own.
