As someone said about Ollie North, “Lieutenant Colonels are the fourth branch of government”.

That’s because they are the highest officers that can be quietly promoted to the rank. Full Colonels and above require the approval of Congress. Since their rank is a matter of public record, they cannot be plausibly denied.
