You do not begin an interview with a question, you begin it by telling the person who you are and asking for permission to ask questions. Like the rabbi did with Helen Thomas.

He’s an incumbent democrat up for re-election who looks like he’s getting tired of people asking questions regarding his support for the policies of the president. He’s about to be out of a job which is probably why he’s so cranky.
