Even the usage “the Russians” to mean “Russia” is idiotic (see the recent discussions about “the Palestinians” here), but Putin already is “Russia” in the political sense, so this juxtaposition is naturally interpreted as “Putin and the Russian people”, even if something else was meant.

I agree. If there’s any hope in reforming Russia long-term, it’s in reaching the population. It doesn’t help when we play the group blame game. It may seem kind of hopeless to penetrate Russia’s propaganda shield but hey, we actually have some experience in that sort of thing, we should be better at it.
