I am not a fan of collective punishment. But I’m very, very clear that pirates do not operate without bases. The base is responsible for the pirates. If the people at the base believe the consequences for supporting the pirates are insupportable, behold! they will cease supporting pirates.

My point is to make them see that the costs are too high.

I think we agree on the basic principles, but the devil is in the details.
