You might also add that there were a number of confederate soldiers who were black. And that a number of Confederates freed their slaves before the civil war, and that Union soldiers committed atrocities throughout the South.
Not being a Virginian, I don’t know, but I imagine this has a historical context that was vetted before the proclamation.
