I’ve not yet read anything that indicates it was his idea, but it is his admin., so there is heat that will stick to him on this. I am sure, though, that looking through the rolodex of reactions “pissed” was deemed the best approach.

Heads will roll, somebody(s) will lose their job(s) over this, and Obama will come out of this looking like a dude who cares.
