The $4,500 was for the original title and name plates, etc. Then when he rebuilds a totally new old Morgan from new replacement parts he can say it has all the ID and history.
I’ve heard some pretty good stories about the vintage car market.
Every so often I watch “Graveyard Carz’ on Velocity, because I’m a big Mopar fan. They take Muscle Cars that often are literally junk, and carefully rebuild them as close to original as possible, but with a whole lot more care than they probably were build originally. Some are so far gone that there’s hardly anything more than a VIN plate from the original!

Not really, IMO. It’s simply emphasizing the fact that their brutality isn’t partisan—they will rape & kill their own Sunni women just as willingly as they will Shia, Yezidi, or Christian women. The third paragraph in the article makes that pretty clear by mentioning that attacks on Sunni women get overlooked:
