From the KTVU report:

“This does not appear to be a terrorist incident,” said FBI Special Agent Joseph Dickey during a news conference shortly after 12:30 p.m.

Dickey said the gunman, wearing black pants, a black shirt and black jacket, opened fire at the entrance of the Lloyd George federal building injuring a Deputy U.S. Marshal and fatally wounding a court security officer.
