Spot on my friend. Although I do think China is the key here; if China wanted to, it could restrain NORK.
Other than that, it’s work secretly with North Koreans to effect regime change (and it won’t take a lot of money, I hear they’ll work for food.).

It’s very hard to run ops of any kind in NorKo. Even the SouKo’s stick out, literally, they’re on average 5 inches taller than the Norks.
