Snowden either hasn’t realized or has resigned himself to the realization that he’s already effectively a prisoner. The Russians aren’t going to let him go seek asylum elsewhere and any attempt to rock the boat may tempt them to just go ahead and fork him over to us. And no telling whether or not Wikileaks is a willing participant in his incarceration, though considering they’re not making any noise over his treatment so far, my guess is they are.

Personally, I’m okay with the possibility of Snowden spending the next twenty or thirty years stuck in Russia with limited means and zero ability to travel.
