KT, any chance you can trap a few and take them to your local health dept. or animal control and make a complaint? This sounds like it’s getting to where the city should step up and enforce their codes. No sense you being stuck with the stink and the job of persuading them.

It’s a city wide problem. Thousands of hippies who compost in the open because they think it’s environmentally friendly. The hippies bought new compost bins from the city. They’re made from flimsy plastic with huge openings for rats to crawl in. The city is part of the problem, re educating all those hippies is a lost cause.
