Because Turkey hasn’t claimed that Russia conducted the strike?

Looks like cooler heads prevailing. There’s some evidence and video (according to The Guardian) that the airstrike was conducted by the Russian Air Force. Probably makes sense for Turkey to blame it on Syria.
