Correct. It was reported on afterwards. But within hours of the decree being made, local governments in Germany started rounding up opposition party members, &c.

Reading Wikipedia [citation needed] about it, Goering had actually started arresting people before that decree, but the arrests were thrown out by the courts. After the decree, the courts were no longer relevant.
