I’m just going to start assuming whenever I see the phrase “a source familiar with so-and-so’s thinking” that the source is so-and-so.

Because otherwise, it’s a sloppy construction that affords the anonymous statement far more credibility than it should. It implies that whatever is being said is a genuine expression of belief, when in fact it’s likely to be just more propaganda.
