Declassified or not, these docs still are property of the us govt.
Possessing them in and of itself is a no no. Its theft, like taking any other physical asset.

Also, several times the govt asked for *everything* back and each time he didn’t give everything back. The possible docs sensitivity plus this duplicity led to the need for a search.
