What’s the story on the ROE?

Unless I badly misheard/misunderstood, Gortney (name right?) who was on the line at the presser said that the ROE was to shoot only if the hostage was in “imminent danger” and NOT to shoot otherwise. That seems dangerously wrong to me. Commanders on the scene should have authority to use deadly force when the opportunity presents itself.
