No, that’s the beauty of it, the Constitution doesn’t have to be amended at all. Nothing in it requires single member congressional districts, or that state electors be assigned winner-take-all. In fact I’m pretty sure the Founders intended Congress to elect the President most of the time.

The Supreme Court ruled sometime last century that all representation except for the US Senate requires proportional representation.
