Depends what you mean by ‘real’. If you mean, did Clinton actually use a static noise generator in real life, then no.

If you mean, did someone make up a bizarre story in their head, then yes! It’s completely real!

The TL:DR is that the microphone Clinton used to give a speech, wasn’t connected to as high a quality sound system that a music band used to do a performance at the same event. Sane people would take this to mean that conference PA systems kind of suck compared to bands high end equipment. Wingnuts take this to mean that the Clinton’s must be doing something illegal.
