No, that’s just not so. You’re treating racism as an aberration and a binary condition, when it is an inherent part of the human makeup.
Everyone has racist tendencies, but what you do about those tendencies is what makes the difference. And that’s where you can’t treat the two as identical.
Arguably, racist tendencies do not necessarily constitute racism. But if they have reached the level of racism, well, one is a racist.
