China’s corporate tax rate isn’t 15%.

The base rate is 25%. There’s a lower rate for certain business/industries that qualify.

In other words, it’s the same kind of tax preference policies that allow the US to have an average effective tax rate of 19%. It’s how GE was able to get an effective tax rate of under 3% for years on end. Verizon’s effective tax rate was 12.4%. More than a few paid no federal tax at all at least once in a period surveyed - because of tax preference items such as depreciation, amortization, NOLs, cap gains and losses.

All Trump does is lie, and this lie is in service of the GOP dream of cutting taxes on corps and the rich while shifting the burdens to everyone else.
