He got that from Fidel Castro, who’s been a colonel (comandante’ in Spanish) for the last sixty-odd years. To true-believing Trotskyites like them, “General” has too many odious “bourgeois” connotations.
BTW, before he overthrew King Idriss in 1976, Qaddafi was a Lieutenant in the Libyan Air Force. Like Napoleon, he promoted himself from (semi-) junior officer to dictator in one jump.
