I read that to mean same as last year…I could be wrong as I do not parse this language on a regular basis but I do some of it occaisionally. I have no problem with things being explained to me either, it helps me learn.

I noticed in other parts of the bill that ‘eligible’ is used where it is not used in this section. This section only covers 1 billion (yeah, only) so I figured it was a gift to previous ‘grantees’ as they were not reqiured ‘additional action plan(s)’ to get the same funding as last year.

Once again, I could be wrong, really, and that wouldn’t surprise me, won’t stop me from continuing to read the bill either to try to learn even more!
