That about covers most of the sign.

1860 would be the year Abraham Lincoln took office.

For whatever reason, that part of the sign seems to say “1860 - 10 -2008”. There’s also a mention of “2-2009”.

What happened in October 2008 and February 2009? Are those the two big bailouts or something?
