I know a lot of European countries use some form of proportional representation. My concern with it, is that it tends to make parties stronger and my libertarian instincts are to distrust institutions, including political parties. So, I’m not sure that getting rid (or even limiting) district based first past the post elections. That’s obviously not to say that it has no value, but it something that would be quite foreign to the American experience.

Puerto Rican law has at-large representatives (a quirk I’m not fond of). It also has a provision in case one party gets a super majority. When that situation happens, more at-large representatives are added until the ruling party doesn’t have the super majority. That can help keep a check against the worst excesses (not all of them, but it’s something).
