No. I get how this is tempting because he’s so unequivocally awful that people want to believe that maybe he was pulling an elaborate Kaiser Soze all along, but he was just Lucas’ cynical attempt to pander to what he perceived as the immaturity of children in the audience, who he did not in any way respect.

Yeah, I see the theory as a sort of effort to assume creativity on Lucas’ part that just isn’t evident anywhere else. To assume that Jar Jar’s stupidity was a ploy the entire time, that he was the Big Bad pulling all the strings, just sort of destroys the Emperor as a character.
