The states in turn do that to municipalities all the time. It’s all part of the unfunded mandates that everyone passes along to the taxpayer. Cities and towns have a limited capacity to impose tax hikes, and taxpayers who reach their breaking point on taxes will move to low tax burden locales.

So much of the health care bill is going to result in unfunded mandates that spread tax hikes around that the true costs are going to be far higher than any of its supporters will ever care to admit.
