I imagine it gets much more sketchy on skid row. Bot we have to understand the advocates and Occupy people in particular rarely er understate the situation. Tear gas is a chemical weapon. A lack of water at the jail for 4 hours is called “torture”.
RWC—tear gases (CS, CN) are most definitely chemical weapons. They have produced fatalities when enclosed and health effects in open dispersal. They are regulated as such in international conventions.
