Er, no. A reading of the actual proposal in the Federal Register makes it obvious that the proposed change affects only data that are not already in the public domain, specs for the Stealth bomber for example. The NRA blog and thousands of re-posts present a wholly misleading juxtaposition of quotes that invites the gullible reader to infer that the opposite is true, that this proposal would regulate material that is published and freely available in libraries and such.

The NRA would be nothing if it didn’t have fears and tears to fundraise off of.
