Since the investigators are apparently blaming ISIS, and unless we imagine a complicated scenario in which the terrorists blow themselves up, and then yet another accomplice “plants” the passport and somehow disappears (a scenario that doesn’t make sense), the most plausible version is of the suicide bombers themselves throwing the passport on the floor.

Since the word “planting” is ambiguous enough to cause questions about third parties, such as yours, its choice is unfortunate.
