Not exactly. To be an “Israelite” one has to have a Jewish mother, Tribal affiliation is patrilineal.
So, let’s say someone had a Jewish mother and a Roman father (like Brian son of Mandy), he is still considered an “Israelite” but could not claim an inheritance as a member of a specific tribe.
