Slight difference. Iraq is surrounded by desert, no real population source in range that could not be intercepted via air or ground forces.

Any move against North Korea and Seoul is gone. They have enough convential artillery, rockets and mortars along the DMZ, as well as the concentration north of Seoul to effectively wipe the city off the map before any sort of response could be considered and the only real way to destroy them all quickly would be thru a nuclear weapon, which would also effect Seoul anyways.
