I recall reading somewhere (I don’t recall the source) that as the Watergate investigations closed in on President Nixon and he got more desperate, the military basically adopted a protocol that an order from the president to launch nuclear weapons had to be confirmed by the Pentagon.

I would hope the Pentagon would do the same today.
