Just to put the degree of misinformation in perspective, the CoveredCA website says the most expensive Platinum plan for a 27 year old living in LA prices out at $307 per month, the cheapest Bronze plan runs $161 / month. This of course assumes the person makes too much to qualify for any kind of subsidy. In the worst case scenario under the plan, someone just past the income cutoff for subsidies can cover themselves for just over 4% of their income.

So how does that stack up against the current recommended average?

Insurance (health, life, disability), 6 percent. Range: 4 to 6 percent.

Health (prescriptions, eye care, dental), 3 percent. Range: 2 to 8 percent.

Since all ACA plans have some degree of vision and prescription coverage it looks like even the worst case scenarios for young single people who have good but not amazing paying jobs will put them right at or slightly below the current recommended household budget range for combined healthcare costs.

I doubt that this is accidental, part of the whole point of setting up the healthcare exchanges was to encourage a market reversion to mean.
