So I wonder has any Governor ever tried to countervene? I mean, in this hypothetical situation we’ve dreamt up in which the president refuses to hand over power (who does this remind be of?) and the Federal forces (Army, Navy, Capitol Police, etc.) choose not to act, could the Governors command the NG to do their bidding over the President’s? What are the rules in this regard? Now you have me wondering. I know there was a question before the Supreme not long ago about the ability of the Fed to force state NG to go even if states were unwilling to fund etc. But that’s not exactly the same thing.
