As mottoes go, I prefer “To Serve and Protect” to “Make Them Very Sorry They Did.”

The latter kind of grinds your nose against the Weberian “We have the monopoly on legitimate violence, nyah-nyah-nyah” of it all.

They are acting on that first motto. They are serving the city by maintaining order and protecting legitimate property rights. The “very sorry” part only comes up if protestors break the law. If they do not break the law, then they have nothing to worry about.
