Well, I think it’s usually up to someone like the Pope or the Patriarch to do it.

The President gets to proclaim Thanksgiving because it is an American feast, and he acts as chief executive of the Republic. He is not qualified to say if it’s Easter or not (which is kind of a complicated and politically volatile subject anyway).
