I don’t understand. It would seem if a tabloid purchased the rights to a story, then they also have leverage (extortion) over the object of the story. “Mr. Trump, do this or we publish.”

In some circumstances I’m sure that’s the case. The publisher of the National Enquirer is a personal friend of Trump (I always raise my eyebrows because I just can’t imagine Trump having friends), so this is a personal favor, it seems.
