Even the lowly LGF site uses a staging server to test large changes before making them public. I admit I sometimes skip the staging server when I’m sure nothing’s going to go wrong - but on a government website it’s pretty unthinkable to do this. It just wouldn’t happen. There may even be laws about it.
This is elementary web development, folks - has nothing to do with Drupal or any CMS. It’s not professional to make changes on a live web site. I really don’t think this can be a mistake.
