Well, I don’t claim to be a history major. Preëmptive strike is simply a justification for invading your neighbours. (They’re plotting against us so we’ll get them first.) Apparently his neighbours weren’t ready for some full-scale invasion of France, since Napoleon polished off Spain, Egypt, the Holy Roman Empire, and invaded Eastern Europe. If they’d been anywhere along the path for an invasion, he never would have gotten that far.
