Most definitely.
At the same time, kids do use it to get into some serious trouble— not to send each other pics of themselves, but to send and receive photos to and from adults, usually random freaks they meet online. Webcams are more of a problem in that regard.

Even so, that (real) threat is totally overblown. It’s usually just cases of teenagers and preteens playing games and exploring sex, just like they’ve always done. Only now if they’re unlucky (and it’s usually the girls this happens to) they can wind up with their photos all over the school.
Teens are going to do this kind of thing. Instead of a puritanical freakout over it we should just acknowledge it.
