IIRC, MacArthur was figuring on a million man invasion force and millions of Japanese civillian casulties as they would be used in banzai charges. Also at the end of the war the IJAF still had 6000 planes of all types that could be used as kamikazes. Midget sub kamikazes, PT boat kamikazes, etc…
