Every state that had an interest in it’s constituency collected it since the times of the Romans. It all has to do with taxes, and how much the gov thinks is out there for the taking. If it isn’t the number of citizens, it’s the acreage withing the domain, to how may windows does each building have. Read some history of “revenue” taking during the European Renaissance and you have a lead on it.
