It is, but not to the point moral relativity.

The State is invested the right to punish criminal behavior. This does not give me the right to, say, unlawfully imprison an individual in my basement that I happened to catch trying to break into a car. That would be vigilantism. Not a good thing to turn a blind eye to in a civilized nation.
