If the government can tax, it can regulate from planting to harvesting.

For a home grower, 4 plants. For a commercial growers, what do you suggest would be a fair price for a license for say 10 acres? But then again, how much does the Government charge for growing the same amount of Wheat and Barley that is being grown specifically to brew Beer and Whiskey?
